NEET paper leak masterminds used ‘FIFA World Cup 2026’ WhatsApp group: Secret chats play major role in CBI crackdown

The CBI's investigation into a NEET-UG paper leak conspiracy uncovered the masterminds behind the illicit distribution of leaked questions. Forensic analysis of mobile devices revealed crucial WhatsApp chats and PDF documents containing the actual examination paper. The crackdown began on May 13th, with initial arrests in Rajasthan.

The WhatsApp group named "FIFA World Cup 2026" proved pivotal, with eight students coordinating with subject experts. Manisha Mandhare, who created the group in November 2025, orchestrated special Biology classes and instructed students to mark paragraphs in textbooks, writing down dictated questions in their notebooks. PV Kulkarni, the alleged mastermind, was arrested on May 15th in Latur, followed by Manisha Mandhare the next day in Pune.

The investigation revealed that Kulkarni held special Chemistry classes at his residence in Nanded City during April, with nine students attending across two batches. A separate WhatsApp group, "NEET 2026", further exposed his network, coordinating exam-related activities beyond simple teaching. The investigation expanded, leading to arrests of Shivraj Motegaonkar, Manisha Sanjay Havaldar, Tejas Shah, Dr Manoj Shirure, and Waghmare's husband.

Leaked questions across subjects were reportedly processed at Waghmare's dental clinic. The coordinated investigation ultimately led to the cancellation of NEET-UG on May 12th, with a re-examination scheduled for June 21st. Education Minister Dharmendra Pradhan resigned following widespread public protests.
