Teaching doctors seek AIIMS pay scales, allowances, separate transfer policy

The Telangana Teaching Government Doctors Association (TTGDA) has called on the State government to tackle a range of longstanding issues affecting teaching staff in government medical colleges, including allowances, promotions, career progression and a distinct transfer policy. In a submission to the Director of Medical Education (DME), the association requested the immediate rollout of the Peripheral Medical College Allowance (PMCA), noting that significant promotions and hiring have already taken place.

They argued that the incentive could motivate faculty to work in peripheral medical colleges. The TTGDA also advocated for a shift from the current University Grants Commission (UGC) pay structure to the All India Institute of Medical Sciences (AIIMS) pay scales. Given that the 8th Pay Revision Commission is imminent, sticking with the UGC system could mean teaching staff miss out on financial benefits available under AIIMS scales.

Other demands include implementing the Career Advancement Scheme (CAS), particularly the Designated Professor system, which has been pending for nearly eight years. The TTGDA also recommended measures to bolster super-speciality services in government hospitals, suggesting the introduction of a Super Speciality Allowance for super-speciality doctors.

A separate transfer policy for teaching doctors was another crucial requirement, as the existing general transfer guidelines do not adequately meet the needs of teaching hospitals, and several other states have distinct transfer policies for medical teaching faculty.
