Social Security Update: 3 Major Change Proposals as Senators Debate Reform

The Social Security program faces an impending funding shortfall, prompting senators from both parties to propose major changes to maintain its financial stability. At a Senate Finance Committee hearing, lawmakers discussed various solutions, but none have gained enough traction to become law. The Social Security retirement trust fund could be depleted by late 2032, resulting in reduced benefits or across-the-board cuts once reserves are exhausted.

The bipartisan PROMISE Act, introduced by Senators Dick Durbin and Bill Cassidy, aims to force Congress to address the program's long-term solvency without raising taxes or cutting benefits directly. The legislation would create a formal process for the bipartisan Social Security Advisory Board to develop recommendations for keeping the trust funds solvent for at least 50 years, which Congress would then consider under expedited procedures.

Critics argue that fast-tracking reform processes could lead to harmful benefit reductions or tax increases. Senator Elizabeth Warren opposes proposals that would reduce future benefits or raise the retirement age, instead advocating for higher-income Americans to contribute more through increased or expanded payroll taxes. Independent Senator Bernie Sanders has proposed strengthening Social Security's finances and expanding benefits by applying higher taxes on incomes above $250,000, including investment income, while imposing payroll taxes on this income.

Lawmakers have discussed other options, such as raising the full retirement age, modifying cost-of-living adjustments, and even means-testing benefits for higher-income retirees. However, no specific legislative recommendations were made during Wednesday's hearing.
