Texas to slow down data centre construction amid AI boom

Texas Governor Greg Abbott has mandated that new data centre construction in the state must adhere to specific regulations before the actual building can commence. This announcement, made on Monday evening, is anticipated to create apprehension among conservative Texans, who traditionally emphasize reducing bureaucracy, fostering a business-friendly environment, and spearheading the artificial intelligence revolution.

According to the directive, data centre developers must disclose their financial aid requirements, projected electricity and water consumption, noise and light control measures, and ownership specifics. Governor Abbott emphasized, "Our top priority is to safeguard Texans’ safety and quality of life. Any project that fails to comply with the stipulations set by the Public Utility Commission of Texas (PUCT), Electric Reliability Council of Texas (ERCOT), and state law will be denied access to the Texas grid.

Simply put, Texans must come first." The Electric Reliability Council of Texas (ERCOT) has forecasted that by 2032, the demand on the state's energy grid will double. The grid has been increasingly strained due to factors such as a burgeoning population, severe weather, cryptocurrency mining, and data centres. Abbott's decree underscores the escalating opposition to data centres across the United States, where polls indicate growing concerns regarding environmental impacts, noise levels, and potential hikes in residential electricity expenses.

The surge in AI investment and utilization has spurred Big Tech and energy firms to construct more data centres, leading to heightened strain on the US energy grid and sharp increases in electricity prices in various regions. Texas's exhaustive data centre audit coincides with Democratic New York Governor Kathy Hochul's recent decision to impose a one-year moratorium on data centre construction, which has received criticism from US President Donald Trump, who had advocated for a less regulatory stance on AI.

However, even Trump has recently shifted his stance, urging data centre companies and tech giants to self-fund their electricity rather than excessively draw from the grid. According to the Pew Research Center, Texas ranks second only to Virginia in the number of existing and planned data centres, with 296 data centres operating within the state.

State legislators in Delaware, Georgia, Michigan, Pennsylvania, South Carolina, and Vermont have also introduced legislation aiming to curb or halt data centre construction, as reported by the National Conference of State Legislatures. A Gallup poll revealed that seven out of ten Americans oppose the construction of data centres near their residences.

Similarly, a Yale Programme on Climate Change survey indicated that 60% of registered US voters believe that a data centre in their locality would elevate their electricity costs. Proponents of data centres dispute these concerns as exaggerated. During a recent address in Washington, US Energy Secretary Chris Wright addressed a gathering of technology experts and business leaders, asserting that there are numerous misconceptions.

"They've only heard one side of the story, and if you can genuinely and candidly and sincerely engage with people, through brief conversations, they can see that you are an honest person, that's how you change hearts and minds," he stated.
