Philippines eyes Ukraine’s drone know-how for South China Sea

The Philippines is considering a potential "Drone Deal" with Ukraine to gain knowledge and expertise in drone technology for use in the South China Sea. This comes after Ukraine has successfully used cheap, adaptable drones to counter Russia's military advance. The Philippines sees this as an opportunity to develop more agile, asymmetric capabilities in the face of ongoing tensions.

However, some experts caution that the agreement may not be as straightforward as it seems. The proposed deal involves co-production, technology exchange, and cybersecurity cooperation, but export controls, intellectual property rights, and militarily-sensitive technical data could pose challenges. Analysts stress that the value lies not in individual drones, but in Ukraine's ability to innovate and rapidly adapt to battlefield conditions.

The Philippines already has a growing fleet of military drones and indigenous unmanned systems, and the most valuable lesson could be in Ukraine's capacity for innovation. In the South China Sea, drones are more likely to be used for surveillance, monitoring, and evidence collection rather than combat. The goal is to reduce China's information advantage and prevent surveillance superiority from leading to political advantage.

For Manila, the success of the partnership will depend on identifying a genuine gap in its force-development plans and addressing financing, production capacity, and intellectual property rights.
