Beijing warns Manila of ‘powerful’ South China Sea toolbox ready for ‘head-on blow’

China's military newspaper, the PLA Daily, issued a stern warning to Manila on Sunday, asserting its "rich and powerful" toolkit to respond to those who "make waves" in the South China Sea. The warning followed Manila's efforts to map out its claim to the contested Scarborough Shoal. The article, under the pen name Jun Sheng, or "Voice of the Military," stated that any malicious attempts to undermine China's sovereignty, security, and development interests would face a "resolute response and a head-on blow."

While the article did not enumerate specific options in Beijing's "toolbox," it mentioned China Coast Guard exercises in the area and the release of regulations for a nature reserve announced for the shoal last year. The PLA Daily referred to Manila's recent filing of its official nautical chart for Scarborough Shoal with the United Nations as a "nonsense" provocation and accused the Philippines of "disturbances," including sending vessels to intrude and instigating illegal fishing operations in the shoal's lagoon.

The article urged the Philippines to honor its commitments to China and stabilize relations. China's foreign ministry also denounced the Philippine delimitation move as "illegal, null and void," rejecting it and emphasizing that China will never accept it. Territorial tensions between the two South China Sea neighbors have escalated recently, with Scarborough Shoal becoming a significant flashpoint.

China has strengthened its control over the feature through increased law enforcement patrols and scientific expeditions, and Beijing also released its own baselines for the territorial sea around it in 2024. The PLA Daily accused individual Philippine politicians of repeatedly provoking trouble and colluding with external forces for personal gain, alleging they were becoming pawns in great-power rivalry.
