Hong Kong public housing provider fined HK$8,000 over faulty fire alarm following fatal Kwun Tong blaze

The Hong Kong Housing Society (HKHS), the city's second-largest public housing provider, has been fined HK$8,000 for failing to maintain functional fire alarms at Kwun Tong Garden Estate. The estate, home to nearly 5,000 flats across nine towers, experienced a tragic fire on October 30 last year which claimed the life of a 52-year-old man.

Upon arrival, firefighters broke the glass of the fire alarm system but discovered the alarm had failed to trigger. The HKHS admitted guilt in Kwun Tong Magistrates’ Court, pleading responsible for the "failure to keep fire service installation in efficient working order." The court heard that the malfunction was due to a loose wire, but there was no evidence pointing to the public housing body or its employees as responsible.

The HKHS had been diligently arranging for contractors to inspect fire systems every six months, surpassing the statutory annual requirement. In response to the incident, the court urged the HKHS to intensify its supervision of fire safety contractors to prevent any further negligence, as the implications could be severe for the 39 estates it manages.

Established as an independent organization managing over 32,000 rental units and 18,000 private flats, the HKHS continues to upgrade its fire alarm systems, planning to transition to digital systems this year for real-time monitoring.
