Businesses Must Now Issue Invoices for Advance Payments

The Federal Board of Revenue (FBR) has implemented new regulations mandating sales tax registered businesses to issue advance receipt invoices for any advance payments received for goods or services, including installments. These alterations were announced via S.R.O. 2063(I)/2026 and revolve around the Sales Tax Rules, 2006.

When a business receives an advance payment, it must issue an invoice and account for the applicable sales tax in the relevant tax return. Each separate advance receipt invoice must encompass the required data as per Section 23 of the Sales Tax Act. Moreover, these invoices will similarly be classified as tax invoices under Sections 7 and 8 of the Act.

If a business receives multiple advance payments for the same transaction, it must issue an individual invoice for each payment. These subsequent invoices should be electronically connected to the preceding ones, ensuring a comprehensive record of payments associated with the transaction. Upon supplying the goods or services, the business must issue a final sales tax invoice, integrating all pertinent advance receipt invoices.

The FBR has clarified that the value of advance payments and the sales tax already declared cannot be repeated when computing the tax on the final supply. The sales tax rate applicable to each advance payment is the rate in force at the time of that payment. For the remaining value of the supply, the sales tax rate applicable at the time of the supply must be applied.

Any additional tax will only be computed on the portion of the transaction not previously covered by advance payments. Adjustments to the advance payment or the transaction's value necessitate recalculations under Section 9 of the Sales Tax Act and Rules 19 to 22. The same applies to cancellations, whether partial or complete.

Lastly, the FBR has mandated businesses to electronically link and preserve all advance receipt invoices, debit notes, credit notes, and final sales tax invoices. This system aims to ensure proper identification, cross-referencing, and traceability of transactions involving advance payments.
