Takiyuddin: CSA funding terms must be made public like 2021 MoU

Kuala Lumpur, November 5 — Perikatan Nasional chief whip Datuk Seri Takiyuddin Hassan has called for full transparency regarding the recently signed Confidence and Supply Agreement (CSA) by 13 Opposition MPs. At a press conference in Parliament, Takiyuddin questioned the delay in disclosing the terms, implementation details, and allocation figures of the pact.
He pointed out that the current agreement differs from the historic 2021 bipartisan Memorandum of Understanding (MoU), which explicitly guaranteed public disclosure and equal constituency funding. "Clause 6 stated there was no confidentiality. The parties agreed to fully disclose the memorandum to the public as a commitment to full openness and accountability," Takiyuddin stated.
"We want to know whether the agreement signed on October 31 has been revealed to the public." Under the 2021 agreement, all Opposition MPs involved received funding equivalent to government lawmakers, he emphasized. "During our administration, we clearly stated in the MoU that funding equal to government Dewan Rakyat members would be allocated and disbursed to all participating MPs.
All Pakatan Harapan MPs in 2021 received equal allocations," he added. Takiyuddin also revealed that an earlier draft proposal from Deputy Prime Minister Datuk Seri Fadillah Yusof on August 1 left crucial funding details blank, with only the constitution of Constituency Development Funds (CDF) mentioned. "It only stated that Constituency Development Funds (CDF) would be provided according to governance regulations, with the amount listed under Schedule C. But Schedule C was never provided to us," he said.
Takiyuddin confirmed that 62 Opposition MPs were not offered the CSA deal and urged the government to disclose what was agreed upon with the 13 signatories. "We demand full disclosure on what was signed on October 31 — how much allocation is given, the mechanism involved, and when it will be implemented," he said.
