KUALA LUMPUR: A total of 5,862 cases of domestic violence were recorded by the police from January to September this year, indicating the issue remains a serious concern requiring comprehensive action from various parties. Women, Family and Community Development Minister Nancy Shukri stated that domestic violence cases in the country have increased by 3.9% in 2025, reaching 7,391 cases compared to 7,116 cases in the previous year.
"Behind each statistic are individuals and families, including children, who require protection, support, and recovery," she said during a symposium on strengthening police response to domestic violence realities: Facing Challenges and Strengthening Family Institutions. Domestic violence encompasses physical injury, emotional and psychological abuse, sexual abuse, coercion, restraint or movement restriction, property damage, and financial control.
The rise of digital technology has also given birth to new forms of domestic violence, such as surveillance, disruption, and online harassment, which can leave lasting emotional and psychological effects on victims. In response, Nancy said the National Family Welfare Blueprint (DKKN) 2026-2030 was launched as a response to demographic changes, rising social risks, gender work-family imbalance, mental health issues, the growing digital technology landscape, and increasingly complex family dynamics.
In efforts to strengthen the protection ecosystem, the Women, Family and Community Development Ministry (KPWKM) is implementing several initiatives, including the Wonderful Life Program by the Welfare Department, the Women's Advancement and Domestic Violence Advocacy Program by the Women's Development Department, and the Strengthening WAJA Squad Volunteer Program.
The minister emphasized that combating domestic violence requires cooperation from all parties and cannot be left to a single agency. "This domestic violence issue is a national issue, we need ecosystem synergy, teamwork spirit, and cross-departmental collaboration involving NGOs and all segments of society," she said. Nancy said the symposium serves as a platform to gather input from stakeholders and individuals to identify challenges and improve mechanisms for supporting and protecting victims.
The symposium took place in two parts, with the first session held today and tomorrow in Kuala Lumpur, with the second session scheduled for mid-November in Kelantan.
