18 localities launch programs to help businesses access international markets
As of November 4, 18 localities had issued Local Go Global action programs to help businesses expand their investment and business operations and gain access to international markets.
On November 4, 18 localities across Vietnam launched Local Go Global action programs to assist businesses in expanding their operations and tapping into international markets. This initiative was unveiled by Deputy Minister of Industry and Trade Luong Hoang Thai during the 2026 Vietnam Export Promotion Forum, held in Hanoi on the same day. The programs were mandated by Decision No. 626/QD-TTg, signed by the Prime Minister on April 6, 2026.
Deputy Minister Thai emphasized the importance of local authorities taking proactive steps to translate the Go Global program into actionable plans. They are tasked with identifying sectors and products with high potential for growth, and tailoring support activities accordingly to meet businesses' specific needs and production advantages.
The Vietnam Trade Promotion Agency, under the Ministry of Industry and Trade, aims to train 10,000 businesses on global investment and operations, as well as assist 1,000 businesses in developing international expansion plans. Specialized support will be provided to 100 businesses, including 30 pursuing mergers and acquisitions (M&A).
The program targets 100 enterprises to participate in regional and global value chains, with at least 20 large companies in Vietnam's key industries. In the realm of cross-border e-commerce, the goal is to assist 100 businesses in effectively operating on global e-commerce platforms, with at least 10 achieving online export revenues exceeding US$10 million.
A distinctive aspect of this Local Go Global program is its focus on enabling businesses to select internationalization strategies aligned with their capabilities and resources. While the program aims to expand goods exports, it also supports cross-border digital business, participation in global value chains, and the establishment of commercial presences abroad through various means such as offices, branches, subsidiaries, joint ventures, or M&A.
Deputy Minister Luong Hoang Thai stressed that Vietnamese businesses must actively build the necessary capabilities to succeed in international markets. The government will create a conducive environment and connect resources, while local authorities will implement the initiatives, and businesses will remain the driving force behind value creation. The Ministry of Industry and Trade urges localities to actively implement their Local Go Global programs, identifying and replicating effective models based on tangible results.
