SEBI Chairman Tuhin Kanta Pandey Pushes For Stronger Investor Protection

Securities and Exchange Board of India (SEBI) Chairman Tuhin Kanta Pandey on Saturday emphasized the regulator's dedication to enhancing India's capital markets while reinforcing investor protection. Speaking at the Bharat Chamber of Commerce Investors Forum in Kolkata, Pandey outlined SEBI's key objectives, which include fostering capital formation, streamlining corporate regulations, and safeguarding investors.

India's capitalisation has witnessed substantial growth over the past decade, with companies raising an average of Rs10 lakh crore annually through equity and debt issuances, Pandey reported. In terms of regional development, West Bengal's securities market has seen a significant expansion, with the investor base surging from around 12 lakh in the financial year 2014-15 to over 90 lakh presently. Notably, 36% of these investors are under the age of 30, and the state houses 379 listed companies with registered offices.

Pandey highlighted that the increasing investor participation reflects the widening reach of India's capital markets. To facilitate fundraising and reduce compliance costs, SEBI has implemented various measures. These include simplifying Initial Public Offerings (IPO) procedures, expediting rights issues, and rationalizing listing requirements for large companies.

Furthermore, SEBI has permitted specific employee stock options after listing, subject to certain conditions, and reduced the timelines for public issue listing. Other reforms encompass allowing debt securities with lower face values and easing merchant banking requirements for eligible private placements.

The SEBI chairman stressed that investor education is crucial in building confidence and protecting market participants. Pandey emphasized that a robust market must remain resilient during financial stress, rather than merely functioning efficiently under normal circumstances. He stressed that the ultimate goal of capital market development lies in connecting household savings with productive investments, enabling businesses to raise funds and allowing investors to partake in economic growth.
