Vietnam strengthens inter regional cooperation on enhancing AI capabilities

Vietnam's Ministry of Science and Technology, in partnership with the United Nations system in Vietnam and the UN Office for Digital and Emerging Technologies, organized an inter-regional dialogue on October 28 to enhance AI capabilities. This event was part of the Vietnam International Digital Week 2026, gathering around 500 delegates from nearly 30 countries to discuss AI cooperation and governance.

The dialogue aimed to share experiences, identify AI capability gaps, and propose priorities for inclusive, secure, and responsible AI development, application, and governance.

Key areas of focus included human resource training, AI research, development, and deployment capabilities; access to computing infrastructure, data, experts, and financial resources; and the capacity to create and implement AI policies and laws. Deputy Minister Tran Trung Tinh emphasized that AI governance cannot succeed without the necessary human resources, infrastructure, financial support, and knowledge to develop and utilize AI responsibly.

He outlined Vietnam's approach, centered on institutions and policies, human resources and talent, and infrastructure, data, and the AI startup community. Vietnam views AI as a vital catalyst for scientific, technological, and digital transformation, actively implementing measures such as the Artificial Intelligence Law, passed in December 2025, and the National Strategy on Artificial Intelligence to 2030, with a vision extending to 2045.

Vietnam is committed to a balanced approach that fosters development while ensuring effective governance, with a strong emphasis on people-centered principles. The country is a founding member of the Advanced AI Capacity Building Network, established under the Global Digital Compact, adopted at the UN Summit on the Future in September 2024.

Through ongoing dialogues, Vietnam and its partners will collaborate to address the challenges and opportunities in AI development and governance, particularly for developing countries, in preparation for the next dialogue in New York in 2027.
