Keyakinan pelabur terhadap potensi nadir bumi di Kedah, Kelantan, Terengganu dan Perlis bergantung pada kepastian serta konsistensi dasar.
Mineral resource experts emphasize the necessity of utilizing rare earth elements (REE) for long-term development and the well-being of the populace, rather than solely for immediate gains. In an article published by FMT, Nahrul Khair Alang Md Rashid, a professor from Universiti Teknologi Malaysia (UTM), highlighted that investors are more concerned about uncertainties in baselines and access to resources than strict regulations.
He stated, "The value is in processing, separating minerals and similar procedures, which occur during tailings. However, if the pre-processing stage (gravity concentration) takes too long, it will inevitably impact the tailings process. Both processes need to move in tandem." Nahrul Khair Alang Md Rashid further explained that collaboration between regional and federal governments is required to address baseline agreements, standards, safety, and benefit-sharing for the creation of a high-value industry.
Meanwhile, Norlida Hanim Salleh, an environmental economics professor from Universiti Kebangsaan Malaysia (UKM), stated that the potential of REE should be utilized for long-term development and the prosperity of the people, not just for immediate returns. Norlida cautioned against relying solely on exporting raw materials, as it risks creating a new form of economic colonialism when processing and added value are dominated by external parties.
She emphasized, "History has proven that natural resource wealth does not guarantee balanced prosperity. Economic development based solely on resource-based industries needs to be evaluated through the capability to build local industries, technology, and skills, not just the outputs produced." Norlida added that the outcome of REE should be managed meticulously to build human capital and high-value industries, especially as Kelantan and Kedah each record an absolute poverty rate of 11.5% and 8.5%, respectively.
SG4 comprises Kedah, Terengganu, Perlis, and Kelantan, all under the Perikatan Nasional (PN) coalition, with three of them led by the Islamist PAS party. Former Prime Minister Dr Mahathir Mohamad recently characterized the coalition as a "sleeping giant" with the potential to double the country's economy. The SG4 advisor noted that member states must avoid selling raw materials directly and prioritize value-added strategies to benefit the populace.
