FBR Launches New Tax Rules for Self-Sufficient Steel Businesses

The Federal Board of Revenue (FBR) has introduced new guidelines for steel manufacturers that generate their own electricity for production purposes. Under the Sales Tax General Order No. 31 of 2026 – IR Operations, these manufacturers operating under sub-clause (iv) of clause (a) of S.R.O. 1245(1)/2026 must pay additional sales tax on electricity consumed during the manufacturing process.

The new procedure requires registered businesses to accurately record electricity generation and usage, declaring the specific units consumed for steel production in their sales tax returns. A special PSID challan specific to steel manufacturers must be generated and the additional sales tax paid within five days of the following month.

The payment is to be made without an invoice. The additional sales tax paid must be reflected in the relevant rows of the sales tax return (STR-7), and an equivalent amount must be adjusted against output sales tax. The FBR emphasized that the additional sales tax must be deposited and verified before any adjustments can be made.

The new rules will be enforced starting July 1, 2026, with the FBR responsible for monitoring compliance and handling any violations under the Sales Tax Act, 1990 and related regulations.
