TOR unveils a sweeping four-year transformation agenda
The Tema Oil Refinery (TOR) has announced a sweeping four-year transformation agenda to quadruple its refining footprint, diversify its asset base, and embed social infrastructure in its revival story.
Tema Oil Refinery (TOR) has unveiled a comprehensive four-year transformation plan, aimed at quadrupling its refining capacity, diversifying its assets, and focusing on social infrastructure. Mr. Edmond Kombat, TOR's Managing Director, presented the "Restoration and Legacy Projects" program at a press conference in Accra. Kombat described the plan as a forward-thinking blueprint, emphasizing that it goes beyond routine maintenance and positions the national refiner for long-term strategic relevance.
The centerpiece of the program is a significant capacity expansion. TOR proposes to increase the existing refinery's output from 45,000 barrels per stream day (bpsd) to 85,000 bpsd, through a brownfield expansion. Additionally, TOR plans to develop a new greenfield refinery with a capacity of 115,000 bpsd, raising the refinery's total processing capacity to 200,000 bpsd.
Kombat described this as a "re-industrialization" of TOR, stating that the combined brownfield and greenfield investments will enable the refinery to meet increasing local petroleum product demand and foster export and value addition opportunities. Beyond industrial development, the restoration plan also encompasses social infrastructure.
The program includes the construction of a Specialist Hospital with a Burns and Trauma Centre, which will address the critical lack of specialized emergency and burns care in the Tema industrial area and the broader Greater Accra region. The hospital is expected to fill a significant gap in healthcare services for workers and residents.
To alleviate housing issues within the Tema enclave, TOR is partnering with the Ghana Home Ownership Fund to construct a staff housing project on existing TOR land. Kombat emphasized that the program is about more than just industrial development; it's about providing a better quality of life for the workers who operate the plant.
He reaffirmed TOR's commitment to the program, underscoring the importance of discipline, transparency, and partnership in executing the ambitious projects. "These Restoration and Legacy Projects are about securing TOR's future and leaving a lasting legacy for Ghana," Kombat concluded.
