TOR revival boosts Burkina Faso fuel supply through Ghana to 40% – Kombat
The share of Burkina Faso’s petroleum product movements through Ghana has increased from 15 per cent in 2024 to 40 per cent, as the Tema Oil Refinery (TOR) and other petroleum sector institutions strengthen Ghana’s role as a regional fuel supply hub.
Burkina Faso's petroleum product movements through Ghana have surged to 40% of the total, up from just 15% in 2024, according to Kombat, the Managing Director of the Tema Oil Refinery (TOR). This significant increase is attributed to the refinery's revival and enhanced collaboration among petroleum sector institutions in Ghana, with Kombat crediting this to the renewed confidence in Ghana's capability to bolster regional fuel supply arrangements.
Speaking at the Government Accountability Series at Jubilee House on October 26, 2026, Kombat highlighted the crucial role of the refinery in ensuring fuel security not only for Ghana but also for neighboring Sahelian countries. He noted that the refinery's relationship with the National Petroleum Authority (NPA), the Bulk Oil Storage and Transportation Company Limited (BOST), and other petroleum service providers has been instrumental in facilitating the movement of petroleum products through Ghana.
Since its shutdown in April 2021, the CDU (Crude Dehydration Unit) had been out of service, and the Residue Fluid Catalytic Cracking unit since 2019. However, after the appointment of new management in May 2025, a turnaround maintenance program was initiated to rehabilitate these units. This resulted in a remarkable boost in product storage volumes, rising from 426,954 metric tonnes in 2024 to 1,350,000 metric tonnes in 2026.
Kombat emphasized that the refinery's recovery, coupled with the cooperation among state institutions and petroleum service providers, has enhanced its capacity to support petroleum supply arrangements. He also pointed out that domestic refining capacity could reduce Ghana's dependency on international fuel supplies, contributing to price stability.
Looking ahead, Kombat revealed that the government's plan to expand TOR's processing capacity to 100,000 barrels per day, with a future ambition of 200,000 barrels per day, would further fortify Ghana's refining capabilities and strengthen its position in the regional petroleum trade.
