ADNOC aims to streamline its procurement process by shortening tenders by 40 percent, according to a presentation at the Make It with ADNOC Forum in Abu Dhabi. Senior Vice President of Group Commercial Operations & Execution, Adel Yafei, stated that ADNOC has already awarded more than 8,000 requisitions, contracts, and purchase requisitions to over 1,500 partners in 2026. The company has also awarded 10 mega EPC projects.
ADNOC plans to prioritize the best bid for EPC tenders, with the most competitive bid receiving the highest priority. If the bid meets ADNOC's benchmark aspire target, only that bidder will be talked to. For unit rate contracts, ADNOC will negotiate on market median rates rather than isolated rates that are outliers. The company will also consider suppliers' capability to deliver, even for first-time experiences with ADNOC.
The 40 percent time savings refers to ADNOC's own process and does not include the time needed for suppliers to deliver good technical and commercial offers. Bidding periods will be set around market requirements, and project schedules will take into account time criticality, scope complexity, and market capability and capacity. Suppliers will receive feedback after each tender.
ADNOC has increased the number of EPC principles from 10 to 20 since the last forum. Suppliers have requested transparency to plan capacity and invest with confidence. A QR code at the forum provides access to the projects ADNOC plans to tender in 2027 and 2028, including drilling and upstream services, operations services, and HSE and ICV contributions.
ADNOC expects partners to bring the right people and decision-makers to the table and deliver on 100 percent HSE and ICV contribution. Investing in Emirati talent is a top priority for ADNOC.
