Witkoff arrives in St. Petersburg for talks with Putin, where he’s expected to present an ‘updated plan’ to end the war

Russian presidential envoy Steve Witkoff has arrived in St. Petersburg for talks with President Vladimir Putin, aiming to present an "updated plan" that could potentially end the ongoing war between Russia and Ukraine. This meeting is set to take place at the Konstantinovsky Palace during the early hours of October 21, as confirmed by Russian presidential aide Yuri Ushakov to the news agency Interfax.

Witkoff, along with other American negotiators, is prepared to discuss peace settlements during these critical talks. Special Russian representative Kirill Dmitriev met Witkoff upon his arrival at Pulkovo Airport, where their motorcade swiftly departed from the airport premises. Additionally, Jared Kushner, another American negotiator, is expected to join the meeting via video link.

Earlier, on October 20, Witkoff participated in discussions with Ukrainian President Volodymyr Zelensky in Oslo, alongside representatives from various European countries. Norwegian Prime Minister Jonas Gahr Støre informed that Witkoff's conversations with Putin would center around proposals formulated by European and American colleagues. These proposals might serve as a basis for a potential summit at the leader's level.

According to Politico, Witkoff intends to offer Putin a direct dialogue with both Trump and Zelensky. Axios reported, citing a White House official, that the American negotiator would present Putin with an "updated plan" designed to bring an end to the conflict raging between Russia and Ukraine.
