The Ghana Revenue Authority (GRA) says its use of artificial intelligence to detect customs undervaluation generated an additional GH¢1 billion in revenue in April 2026 alone.

GRA touts GH¢1bn AI revenue boost at Jakarta tax forum

The Ghana Revenue Authority (GRA) reported a significant GH¢1 billion revenue surge in April 2026, thanks to its AI-driven customs undervaluation detection. This achievement was highlighted at the Belt and Road Initiative Tax Administration Cooperation Forum (BRITACOF) in Jakarta, Indonesia. The forum, which took place from October 13 to 15, brought together tax administrators and policymakers to discuss digital transformation and international cooperation.

The GRA, led by its delegation, aimed to share its experience with digital tax reforms and inspire the Belt and Road jurisdictions. Technical Adviser to the GRA Commissioner-General, Elsie Appau-Klu, emphasized that technology must not merely automate existing processes but also enhance governance and bolster trust between tax authorities and taxpayers.

She outlined three key developments in Ghana's digital tax transition: the 2020 introduction of the Integrated Customs Management System (ICUMS), the 2021 adoption of the Ghana Card Personal Identification Number as the Tax Identification Number, and the 2025 launch of the Modified Taxation Scheme (MTS). The integration of the Ghana Card allowed the number of identity-linked taxpayers to grow from about three million to over 18 million.

The ICUMS unified customs operations at ports and borders, while the MTS enabled more accessible registration, filing, and payment processes for informal-sector operators. The GRA's additional revenue in April was attributed to Publican AI's detection of customs undervaluation, with total GRA revenue reaching GH¢182 billion in 2025, a 19% increase from GH¢153 billion in 2024.

The authority aims for GH¢310 billion by 2028. However, Appau-Klu stressed the importance of matching technological investment with human investment, retraining auditors as data analysts and risk managers. She also emphasized data security, privacy, legal authority, human oversight, and taxpayers' rights as essential safeguards for digital tax administration.
