The Malaysian Finance Ministry is considering revisiting the exemption from first-home buyer stamp duty, aimed at continuing to support first-home ownership among the nation's citizens. This exemption includes properties valued up to RM500,000, with a 100% stamp duty exemption granted for the entire purchase amount through a mortgage agreement and property transfer letter.

For properties valued between RM500,000 and RM750,000, the 100% stamp duty exemption applies to the initial RM500,000, while the remaining property value up to RM750,000 receives a 50% exemption. This proposal is set to take effect for mortgage and property transfer agreements implemented from January 1, 2027 to December 31, 2030.

Currently, a 100% stamp duty exemption is already in place for first-home purchases valued up to RM500,000 for Malaysian residents. This exemption has been utilized for property purchase agreements implemented since January 1, 2021 to December 31, 2027. Meanwhile, the Finance Ministry proposes reinstating the 100% stamp duty exemption for mortgage and property transfer agreements related to the revival of terminated housing projects between January 1, 2027 and December 31, 2030.

The aim is to support the implementation of the Madani Home Revitalization program to achieve the target of reviving housing projects by 2030. The exemption will be granted to contractors or rehabilitation agents, as well as the original buyers of the terminated housing project, encompassing mortgage agreements and property transfer letters for properties registered with the Ministry of Housing and Local Government.

Currently, for contractors or rehabilitation agents, this exemption includes mortgage agreements for financing purposes and land or housing project transfer letters. For original buyers of terminated housing projects, the exemption applies to additional financing arrangements and transfer letters for residential properties. The 100% stamp duty exemption for this scheme will be granted for home-related businesses involved in reviving terminated housing projects for mortgage and property transfer agreements implemented between January 1, 2013 and December 31, 2025.
