DVLA issues 134,361 dealer plates, generates GH¢27.14m in 2026 – CEO
Digital sticker reforms help the DVLA boost dealer plate issuance and plug revenue leakages at Ghana’s ports.
In the period from January to September 2026, the Driver and Vehicle Licensing Authority (DVLA) generated around GH¢27.14 million in revenue from dealer plates, an increase from the previous two full years. CEO Julius Neequaye Kotey made this revelation during a Government Accountability Series at the Jubilee House on October 12, 2026.
Kotey attributed the rise in revenue to reforms aimed at tackling revenue leakages at Ghana's ports of entry. He explained that the DVLA replaced aluminum dealer plates with tamper-proof digital stickers to address weaknesses in the previous distribution system. These digital stickers, introduced in April 2025, resulted in a sharp rise in the number of plates issued at the ports.
While the monthly issuance averaged between 1,800 and 1,900 by April 2025, it surged to over 5,000 in the first month after the stickers' introduction and surpassed 15,000 by October 2025. The DVLA issued 76,312 dealer plates in 2024, making GH¢15.42 million, and this number grew to 111,101 in 2025, generating GH¢22.44 million. In the first nine months of 2026 alone, the Authority issued 134,361 dealer plates, accruing approximately GH¢27.14 million in revenue, which exceeded the full-year totals of both 2024 and 2025.
Kotey emphasized that this improvement is part of broad efforts to enhance financial accountability and safeguard public revenue. He also outlined other initiatives to improve vehicle identification and regulatory oversight, such as acquiring vehicle diagnostic devices to detect cloned or improperly cleared vehicles and registering over 7,700 excavators in collaboration with the Minerals Commission.
These measures, according to Kotey, are part of his strategy to modernize the DVLA's systems, improve compliance, and bolster enforcement.
