CDA to Build Rs. 24.5 Billion Road in 2 Phases

The Capital Development Authority (CDA) is set to construct Islamabad’s 11th Avenue in two stages, with the first phase covering a 3.5-kilometer segment between the E-11 Interchange and Srinagar Highway. A PC-I worth Rs. 24.5 billion has been approved for the 7.5-kilometer road, beginning at Margalla Avenue and terminating at IJP Road.

The project encompasses three lanes on each side and around 17 bridges and overpasses, with an initial completion target of one year. However, the authority has now opted to prioritize the E-11 Interchange to Srinagar Highway stretch. The first phase will also feature an interchange on Srinagar Highway. A CDA engineer revealed that the decision to separate the project into two phases was made during a recent gathering.

The engineer explained that the CDA is currently in the pre-tendering process and anticipates formally starting the first phase within two months. The engineer estimated that the first phase could cost between Rs. 11 billion and Rs. 12 billion, including the interchange, though this estimate is provisional as the CDA continues to refine the cost assessment.

Prime Minister Shehbaz Sharif inaugurated the 11th Avenue foundation in June 2023 during his first administration, but construction has not commenced.
