The Royalty Management System, or RMS, was officially introduced on September 28 and serves as the digital platform for declaration, assessment, payment, and monitoring of mineral royalties nationwide. The RMS was developed and deployed through CSM Technologies' Kenyan subsidiary. Kenya's mining and quarrying sector experienced a 14.9% growth in 2025, following a 7.8% contraction in 2024. In the same year, Kenya's mineral exports were valued at approximately US$220 million, generating KSh 991.3 million in royalties. Mr. Pany emphasized the significance of an efficient and transparent royalty administration system under Kenya's Mining Act, Cap 306.

The RMS, designed as a secure, integrated, and user-friendly digital platform, allows mineral right holders and licensed dealers to complete the entire royalty compliance process online. Users can register and manage miner profiles, submit royalty declarations, receive automated assessments, generate invoices, make digital payments, track compliance status in real-time, access authenticated transaction records, and monitor penalties and outstanding liabilities.

The RMS aligns with Kenya's revenue sharing framework, where 70% of royalties go to the national government, 20% to county governments, and 10% to host communities.
