Airlines seek fuel, tax relief as West Asia conflict raises operating costs

The West Kowloon Cultural District Authority managing Hong Kong's arts hub in West Kowloon reported a widening deficit of HK$998 million (US$127 million) for the financial year 2025-26. This increase was primarily due to higher operating costs as preparations were being made for the opening of the new WestK Performing Arts Centre, scheduled to open in autumn 2027.

Despite the deficit, the authority anticipates generating more income next year through a residential development project, the upfront fees from which are expected to help alleviate cash-flow pressures.

Revenue for 2025-26 grew by 19% to HK$768 million, driven by increases in ticket sales, sponsorship, and sales of intellectual property and creative products. West Kowloon's CEO Betty Fung Ching Suk-yee stated that the deficit remains within control, staying below the HK$1 billion limit. The authority expects to benefit from the large-scale residential development project, which is anticipated to include over 1,000 three- to four-bedroom units along with 500 parking spaces.

Operating costs rose by 13% to HK$1.85 billion in 2025-26, primarily due to the expanded operations required for the new performing arts centre, rising visitor numbers, and heightened expenses in facilities management and technology. Staff costs increased by 12% to HK$638 million, while other operating expenses grew by 17% to HK$846 million.

Despite the rising costs, the authority's staff costs achieved a cost recovery rate of about 50% in 2025-26, comparable to or surpassing major cultural institutions worldwide, such as the Metropolitan Museum of Art in New York, Tate in London, and the Centre Pompidou in France.
