Earlier, various stages of PAP rehabilitation were largely manual, based on separate Excel-based records. Information had to be manually collected and reconciled across different stages, which led to substantial manual work and data inconsistencies.

Under the new 'e-Punarvasan' system, PAP information can be directly recorded at the field site via mobile-based e-Survey. Aadhaar OVSE verification is used to establish beneficiaries' identities, while electricity bills are verified online via integration with electricity service providers. Joint Verification and Annexure II have also been incorporated into the new digital process.

After eligibility verification, a transparent computerised e-Lottery is conducted for eligible PAPs, followed by digital generation and distribution of Allotment Letters and Possession Letters, all in a single digital process.

The digital system also includes features such as thumb impressions, live photographs, MIS reports, and a management dashboard, allowing MMRDA to monitor the status of tenement allotment to PAPs and the progress of rehabilitation. This digital monitoring system ensures structured management of the entire rehabilitation process.

Chief Minister Devendra Fadnavis lauded 'e-Punarvasan' for making administration simpler, more transparent, and easily accessible to citizens, highlighting that the project greatly benefits Project Affected Persons and ensures their rehabilitation with dignity, fairness, and certainty.
