US Senate blocks measure demanding report on rights violations in West Bank

In a Senate procedural vote on Tuesday, US Republicans opposed a provision demanding the administration disclose reports on rising violence in the occupied West Bank, including fatalities of American nationals. The 47 to 51 vote largely followed party lines, with every Republican opposing the measure except for Rand Paul from Kentucky, while Democrats, save John Fetterman from Pennsylvania, supported it.

The resolution would have obligated the State Department to report to Congress on the deaths of US citizens at the hands of Israeli settlers or security forces in the West Bank, and to evaluate the human rights scenario. Although the resolution wouldn't have diminished US aid to Israel, a failure by the administration to submit the report could have led to aid restrictions.

Democratic Senator Chris Van Hollen, the measure's chief sponsor, had contended that it was "long past time" to scrutinize human rights in the West Bank, citing the deaths of nine Americans since 2022. Republicans alleged Democrats were attempting to capitalize politically, as Israel faced threats, seven months after US and Israeli forces initiated airstrikes that escalated an ongoing conflict with Iran.

The vote occurred weeks before the US midterm elections on November 3, when polls indicate Trump's Republicans might lose their congressional majorities, potentially altering Israel policy under a new Congress. The conflict with Iran is unpopular among Americans, who are displeased with rising energy costs due to the turmoil. Israel, which has controlled the West Bank since 1967, contends its settlements are legal, while the UN and most nations deem them illegal under international laws regulating military occupations.
