The policy aimed to reduce ground beef prices, which had increased by 8 percent since the previous year. Trump's plan involved lowering tariffs on up to 661 million pounds of imported lean beef trimmings, a key ingredient in hamburger meat. While the idea of reducing input costs for meat processors seemed logical, the policy's narrow scope meant that only about 6.8 percent of America's annual ground beef supply would be affected.

Additionally, most of the imported beef would go to restaurants and fast-food joints, rather than grocery stores.

Despite its limited impact on consumers, the policy had a significant negative effect on cattle ranchers. Ranchers were already struggling due to Trump's trade conflicts, the Iran war, and his immigration policies. The tariffs and increased costs had already depressed their sales, and the beef imports policy only exacerbated their situation. The policy angered these farmers, who were already upset with the president's actions towards their industry.

As a result, the controversial policy has backfired politically for Republicans, particularly in farm states like Kansas and Iowa. Democrats have become competitive in these states, while Republicans are actively distancing themselves from the president's beef plan. The administration's persistent failure to consider the economic consequences of its policies, along with a reliance on symbolic fixes and neglect for voter concerns, has contributed to the backlash against Republicans.
