S'porean man, 61, walked along Chai Chee HDB corridor with female underwear tied around exposed genitals

On September 29, a Singaporean man named Charge Ng Chong Teck, aged 61, was found guilty and sentenced for committing obscene acts in public areas of Chai Chee HDB blocks. The incident occurred on August 15, 2026, when Ng was observed walking along the level 14 corridor of Block 807A Chai Chee Road, with female undergarments tied around his exposed genitals. This behavior was deemed to have caused annoyance to others as it took place in a public place.

Prior to the incident, Ng had purchased several female undergarments and a wig online. He also collected at least two pieces of female underwear from a recycling bin and made modifications to a pair of pantyhose by creating an opening in the groin area to wear it. On the day of the incident, Ng changed into the wig, a bra, and the modified pantyhose before proceeding to walk along the corridor, which was later captured on a resident's door-mounted security camera. The resident subsequently reported the incident to the police.

In addition, Ng faced a second charge involving a separate incident on September 3, 2025, where he was accused of masturbating at a staircase landing at Block 34 Chai Chee Avenue around 10:22pm. Both charges were brought under Section 294(a) of the Penal Code, which deals with obscene acts committed in public places. The offense is punishable with a maximum of three months' jail, a fine, or both. Ng was subsequently convicted and sentenced on September 29, serving eight weeks in jail according to AsiaOne.
