According to the CGIL study in Milan, the decree school law requires an additional 930 teachers and 526 classrooms. The CGIL Milano argues that this is a more propagandistic than effective tool. The decree, which sets a 30% ceiling for foreign students in each class, is an emergency measure, but the school classes for the 2026/2027 academic year are already set, and the new rules will only take effect next year.

This situation is exacerbated by the long-standing administrative path that guides the Municipal School Offices in managing and organizing education. Numbers from Milan show that the measure is far from reality. There are 69,243 young people aged 6 to 18 from non-Italian families, which is 22.8% of the total age group (according to Istat as of January 1, 2026).

This percentage is below the limit set by the norm. The issue would arise where residence intersects with territorial proximity, especially in high-density foreign families neighborhoods. Enforcing the quota would force girls and boys to move from one territory to another, creating an opposite movement of Italian students. This is unimaginable.

Luca Stanzione, general secretary of the Milan Chamber of Commerce, says that to improve school quality, one must address the overcrowded classes. In Milan's secondary schools, there are 117,218 students in 5,262 classrooms with 9,316 teachers. The average of 22 students per classroom hides deep inequalities between territories and socio-economic conditions that make the difference between social groups, regardless of nationality.

Using the Lombard average of 20 students per classroom, Milan would need at least 526 more classrooms and 930 more teachers.
