Samajwadi Party fields Dhanraj Parimal Nathwani as second Rajya Sabha nominee alongside Ram Gopal Yadav

On September 29, Prime Minister Le Minh Hung and National Assembly President Tran Thanh Man co-chaired a meeting between government standing committees and the Party committees of the National Assembly (NA) in Hanoi. The purpose was to set the agenda for the NA's second session. The government plans to present 95 documents, submissions, and reports during the session.

President Tran Thanh Man emphasized the importance of identifying draft laws and resolutions that can be expedited within a single session and those requiring adoption across multiple sessions. He stressed that the approach should be urgent and proactive, yet objective. Coordination should extend beyond completing the agenda to improving the quality of NA decisions and government enforcement, addressing policies rather than merely paperwork, particularly in combating corruption and other negative phenomena.

The NA legislator called for a significant shift from procedural coordination to collaborative policy work from the beginning.

Quality must be prioritized over speed, integrated from the start, and not left until the session's end. Government agencies, the Ethnic Council, and committees are responsible for appraisal quality, while the NA Standing Committee prepares matters for NA decisions. Both sides must share responsibility for policy quality before the Party, NA, and people.

PM Le Minh Hung urged ministers and sector heads to treat session preparation as a key political task, ensuring high responsibility in directing it. He instructed them to keep document preparation on schedule, collaborate with NA agencies to refine draft laws and resolutions for high-quality submissions, and prepare accompanying regulations to coincide with laws and resolutions.

Ministers should attend all meetings, engage with deputies and the public on their issues, and promptly report unresolved matters beyond their authority. The PM ordered government agencies to adhere strictly to Party rules on power control in lawmaking, preventing sectoral or group interests from dominating legal documents. The Minister of Public Security and Government Inspector General were tasked with instructing advisory units to flag bottlenecks, gaps, or loopholes in drafts and regulations, advising the NA and government proactively throughout bill and resolution review and finalization.
