Russia's jet drones challenge Ukraine, India builds its own answer

The Register of Damage for Ukraine, a database established by the Council of Europe to collect compensation claims from Russia's war in Ukraine, became fully operational on September 30, according to a Council of Europe press release. This register is a key component in holding Russia accountable for its actions during the war, as part of the Council's efforts to ensure legal and financial consequences for the aggressor.

Alain Berset, the Council of Europe's Secretary General, emphasized that the Register represents the legal memory of this unjust war and is the first step towards compensating Ukraine and its people for the injustices they have suffered. The register covers 43 different categories of damage, with claims being accepted gradually since April 2024.

So far, the Council of Europe has received 195,000 claims, which will be evaluated by an International Claims Commission to determine the appropriate compensation for each case. The challenge now lies in securing the necessary funding to carry out these compensation payments. Estimates suggest that the total cost of rebuilding Ukraine could reach $588 billion.

While the Council of Europe's parliamentary assembly proposed using €200 billion in frozen Russian assets held in Europe, these assets are being considered for various support measures for Ukraine. Individuals and businesses can submit damage claims through Ukraine's state mobile application, Diia.
