Putin's shadow war is testing NATO's restraint

Russian President Vladimir Putin, disheartened by the ongoing conflict in Ukraine, is seeking to pressure European nations that have become Ukraine's primary military, economic, and diplomatic allies due to the severe reduction in American aid under President Donald Trump. Examples of these actions include the discovery of a drone with explosives at Leipzig Airport in Germany, undersea cables being cut or damaged in the Baltic Sea, parcels exploding at logistics facilities in multiple European countries, a failed arson attack at a Czech bus depot, Polish railway infrastructure damaged by explosives, and a growing intensity of cyberattacks targeting North Atlantic Treaty Organization members.

While Moscow adamantly denies any involvement, intelligence agencies from Western nations have convincingly linked these attacks to the Kremlin, even securing indictments and convictions in some cases. These incidents fall under the umbrella of hybrid or gray-zone warfare, which involves sabotage and disruption across a broad spectrum of civilian targets, falling short of outright warfare but still posing significant threats.
