Prof. Prempeh urges gov’t to publish draft bills of constitutional reforms

The Executive Director of the Ghana Centre for Democratic Development, Prof. H. Kwasi Prempeh, has called on the government to release draft bills on proposed constitutional reforms for public scrutiny prior to their completion. He emphasized that the process of implementation should incorporate additional input from political parties, civil society organizations, and other relevant stakeholders to foster a wide consensus on the reforms.

Speaking at a stakeholder dialogue on the Constitutional Reform Implementation Process, organized by the Citizens' Platform on Constitutional Reform with the support of the British High Commission, Prof. Prempeh cautioned against hastening the process without ensuring broader agreement. He cautioned that even a proposed change deemed beneficial could ultimately fail if consensus is not secured early on.

"A reform that collapses after significant public expenditure, time and effort is not a conservation of time," he warned. "Consensus formed early is far more cost-effective than consensus that is formed later."
