Panel eyes 'debundling' of exam responsibilities

NEW DELHI: The Nandan Nilekani-led task force on exam reforms is prioritizing the restructuring of exam responsibilities, including separating question-paper setting, exam conduct, test centres and security. This debundling is crucial to the plan, which also aims to establish exam centres in every district and a common calendar for major testing bodies.

The panel believes separating functions could limit concentration of control and improve coordination. Additionally, a common calendar for NTA, SSC, IBPS, and RRBs could help reduce scheduling clashes and optimize exam infrastructure usage throughout the year. Bringing test facilities closer to candidates, especially in rural areas, would enhance accessibility.

The plan aligns with the education ministry's development of a national computer-based testing infrastructure strategy to support the transition from pen-and-paper entrance exams, such as NEET-UG. Experts emphasize that integrating technology, physical infrastructure, security, and operations into a unified, auditable system should prioritize the candidate experience.
