MMRDA Invites Bids For 24x7 Atal Setu Operations, Toll Collection; 3-Minute Incident Response Mandated

Mumbai, September 30, 2026 - The Mumbai Metropolitan Region Development Authority (MMRDA) has opened a tender process to appoint a company for 24/7 operations, toll collection and management of the ATMS Command Control Centre for the Atal Bihari Vajpayee Sewri–Nhava Sheva Atal Setu, also known as the Mumbai Trans Harbour Link (MTHL).

The chosen agency will be tasked with round-the-clock management of the sea link's ATMS Command Control Centre, as well as toll collection, under a two-year contract with an estimated value of Rs 50 lakh. Bidders must deposit Rs 5 lakh as earnest money through MMRDA's e-tendering portal, with an additional Rs 45 lakh required via bank guarantee.

Financial and technical eligibility criteria are stringent, with the agency needing a positive net worth at the end of the most recent completed fiscal year and not having incurred losses in more than two of the three preceding fiscal years. Bidders must also meet a minimum net worth of Rs 30 crore and maintain an average annual turnover of at least Rs 50 crore for FY2023-24, FY2024-25, and FY2025-26.

The 22-kilometre MTHL, linking Sewri in Mumbai to Chirle in Navi Mumbai, officially opened in January 2024 and charges between Rs 200 to Rs 250 for one-way trips based on the route, with round-trip fares for passenger cars at Rs 300, daily passes at Rs 500, and monthly passes at Rs 10,000.
