Commentary: UN’s Antonio Guterres steps down with a mixed legacy

The former United Nations Secretary-General Antonio Guterres has concluded his 10-year tenure, leaving behind a mixed legacy according to a professor of human rights. Speaking at his farewell address to the UN General Assembly, Guterres reflected on a decade characterized by ongoing wars, civilian casualties, human rights violations, and other crises.

Despite the challenging circumstances he faced, Guterres' tenure saw significant accomplishments such as the 2022 Black Sea Grain Initiative, increased representation of women in senior UN roles, climate diplomacy efforts, and addressing the threat of artificial intelligence. However, he faced budget cuts due to US funding reductions, and the "UN80" reform process aimed at restructuring the organization.

Guterres failed to end conflicts in Ukraine, Myanmar, Sudan, and Gaza, raising criticism that more could have been done. The UN's role in addressing displacement, with figures nearly doubling from 65.6 million to 118 million under his leadership, is also under scrutiny. While Guterres' predecessor, Ban Ki-moon, implemented significant reforms, Guterres' efforts in this area were reportedly more cautious.

The professor concludes that the verdict of history will be harsh on Guterres' record of protecting civilians and halting atrocities, highlighting the immense challenges faced by the UN during his time in office.
