New traffic rules in Spain leave important safety equipment questions unanswered

Spain introduced new traffic rules on October 1, but several safety equipment questions remain unanswered. The new regulation outlines main requirements but leaves essential technical specifications and future ministerial decisions pending. Regular road users are concerned about the lack of clarity. The Guardia Civil officers also expressed confusion, suggesting that October 1 may not be the final date for settling all details of the new system.

One-year transition periods have been granted for certain changes, but technical characteristics for some equipment, like motorcycle and moped gloves, and specific bicycle equipment, are yet to be established by ministerial orders. The helmet requirement for electric scooter riders is unclear due to the absence of a specific technical standard.

A grace period for the V-16 beacon was promised but not followed through, with fines issued immediately after the new law took effect. Daytime lighting for electric scooters, as well as new motorcycle and moped helmet certification requirements, will still be delayed until 2027. The distinction should be made between mobility scooters for those with walking difficulties and VMPs, with the latter only applying to the former.

The DGT has confirmed most of the new regulation will apply from October 1, but some aspects remain subject to further guidance or ministerial decisions.
