Netherlands demands hundreds of billions in EU budget cuts

The Dutch government has joined six other EU nations in demanding significant reductions to the bloc's next budget, which is set to be determined every seven years. Prime Minister Mark Rutte's minority coalition is among the six so-called "frugal" governments, contributing more to the EU budget than they receive in return. The European Commission has proposed a €2 trillion budget for 2028-2034, covering expenditures ranging from agriculture to defense and funding for less wealthy regions.

The six countries, which include Germany, Sweden, Denmark, Austria, and Finland, are pressuring for a cut of several hundred billion euros from the proposals. The letter, not yet public but seen by major news outlets, asserts that their combined contributions finance nearly 40% of all Member States' contributions, shouldering around three-quarters of the total financing burden. The proposed €2 trillion budget would represent a 60% nominal increase over the current budget, which the six argue is "simply not realistic."

While six countries advocate for budget cuts, 17 others, such as Spain and Italy, are pushing for protections for impoverished regions and sectors like agriculture, favoring an overall budget exceeding €2 trillion. The European Commission has also suggested introducing new EU-wide taxes, like levies on large corporations and tobacco excise duties, to generate funds and alleviate the financial burden on nations like the Netherlands.

Negotiations aim to finalize a deal by year-end, before elections in France, Italy, Spain, and Poland potentially disrupt talks. All 27 member states must agree on the budget. Ireland, currently leading the EU presidency, is scheduled to present a new compromise text in the days preceding the EU summit on October 15-16. EU Council President António Costa is set to meet with Prime Minister Rutte in the Netherlands on October 9 to discuss the budget.

Rutte's stance has changed from initially supporting an enlarged European budget, financed by new EU-level taxes, to now advocating for substantial reductions in the proposed budget.
