Lawmakers welcome national suicide registry, urge strict service standards for crisis helplines

Three lawmakers from the DAP party have expressed their support for the launch of the National Suicide and Fatal Injury Registry (NSFIRM) and the Postvention Services Guidelines from the Ministry of Health. This announcement, made three years after decriminalising attempted suicide, highlights the government's dedication to enhancing mental health services.

The lawmakers, namely Bandar Kuching MP Dr Kelvin Yii Lee Wuen, and state assemblymen Lim Yi Wei and Michelle Ng Mei Sze, acknowledged that Malaysia previously lacked a systematic record of suicide attempts and deaths. This oversight led to challenges in accurately reporting and investigating these incidents, which were often initially misclassified as "sudden death".

The registry aims to clarify this issue through systematic analysis and monitoring of incident trends. With the rise of social media, monitoring trends has become crucial, as viral content can inadvertently encourage self-harm, particularly among vulnerable groups like youth who may lack adequate emotional outlets. The lawmakers commended the major media players for their commitment to ethical suicide reporting, which includes listing helplines during a June 8 ministerial dialogue.

However, they stressed the importance of actual operational support, cautioning that many helplines might be ineffective if they do not have adequate personnel to answer calls. They proposed performance indicators for crisis helplines, such as Talian Kasih 15999, Talian HEAL 15555, and Befrienders, to ensure efficient service delivery.

These indicators would include factors such as answer rates, waiting times, staffing schedules, and multilingual support. The lawmakers also advocated for coordination between the guidelines and the proposed civil service mental health guidelines, stressing the necessity for first responders to be trained not only in data recording but also in providing psychosocial support.
