Minister Nancy Shukri revealed that the Women, Family and Community Development Ministry (KPWKM) is conducting a detailed study on the need to expand the Child Act to include provisions for sexual abuse of minors, including issues like exploitation and peer-on-peer sharing. Concerns about recent developments include child abuse cases involving teenagers as young as 13 years old in the creation of child sexual abuse material (CSAM) during Operation Pedo 3.0.

She emphasized that any proposed legislative provisions must be thoroughly reviewed to prevent unfair legal implications for the affected parties. Although children are generally defined as those aged 18 or below, certain actions can transcend the typical boundaries of childhood. However, a comprehensive examination is necessary to avoid potential double jeopardy against these individuals, she told reporters after inaugurating the National Reproductive Health Symposium 2026.

Regarding the drafting process, Nancy explained that it takes time as the government always considers current issues and inputs from various stakeholders to ensure the comprehensive nature of the proposed act. If no such provisions are currently in the law, KPWKM will incorporate relevant inputs to translate them into legislation, she added, while noting that KPWKM is working closely with related agencies, including the Home Ministry, in formulating the related draft.

Earlier, the police disclosed the involvement of minors as young as 13 years old in producing sexually explicit animated content, following the prosecution of eight minors aged between 13 and 18 years during Operation Pedo 3.0, which took place from September 14 to 16. Director-General of the Bukit Aman Criminal Investigation Department M Kumar said the investigation found that some suspects not only downloaded CSAM but also produced their own animated content before disseminating or selling it online.

In July 21, Nancy mentioned that amendments to the Child Act are being investigated based on 159 recommendations from the United Nations Committee on the Rights of the Child (UNCRC). She said the received recommendations, through Concluding Observations, examine various aspects, including enhancing the legislative framework, protecting children from abuse, and implementing children's rights more comprehensively.
