“Democratic Security For Ukraine”: Berset Presents Council Of Europe Action Plan For 2027-2030

Council of Europe Secretary General Alain Berset unveiled the organization's new Democratic Security for Ukraine Action Plan for 2027-2030 at an event during the autumn session of the Parliamentary Assembly of the Council of Europe (PACE) in Strasbourg. Berset presented the four-year strategy as a countermeasure to Russia's efforts to disrupt Ukraine's long-term thinking, UATV English reported.

Berset emphasized that the plan focuses on democratic security beyond weaponry, stressing that it is crucial for the sustainability and accountability of other forms of security. He outlined four pillars of the plan: accountability through evidence-based investigations of war crimes, social inclusion, strengthening democratic institutions, and independent justice, including the fight against corruption.

The plan is built upon Council of Europe conventions, monitoring bodies' recommendations, and the European Court of Human Rights' case law, which remains the only international court ruling on human rights violations resulting from Russia's war against Ukraine.

The presentation came amid discussions at PACE on European policies for war veterans and support for disabled soldiers, as well as the Council of Europe's commitment to minority rights in the Transcarpathia region. Berset reiterated the Council's political engagement on the issue in Transcarpathia and its efforts to hold perpetrators accountable, referencing recent visits to the United Nations General Assembly and Washington.

He also highlighted the establishment of the Council of Europe's permanent observer office in the United Nations, which aims to continue advocacy efforts regarding Ukraine.
