US to grant sanctions waiver for flights between Iran and Iraq’s Najaf, source says

The United States is preparing to grant a limited waiver from its Iran sanctions program, allowing flights to carry Shiite Muslim religious pilgrims between Iran and Iraq's Najaf, according to a source familiar with the matter. The waiver, to be administered by the US Treasury Department, would permit Iraqi Airways to operate flights between Iran and Najaf for a month, with the possibility of a more permanent waiver being granted.

Iraq had previously suspended flights to and from Iran on Friday, in accordance with US sanctions. The move is intended to alleviate pressure on Iraq's Prime Minister Ali al-Zaidi, who has sought to strengthen relations with the United States while maintaining a close bond with Iran. The US sanctions have led regional governments to reduce ties with Iran, potentially sparking backlash, particularly among those that balance their relationships with both Washington and Tehran.

Iraq's Prime Minister's office has requested an exemption for travel between Iran and Iraq for medical treatment, education, and pilgrimage purposes. The Iraqi government is reportedly in negotiations with the United States regarding the Najaf exemption and anticipates resuming flights within 48 hours. In response to US pressure, countries such as Turkey, the United Arab Emirates, and Iraq have suspended direct flights with Iran.

Iranian officials have warned of halting regional air travel if Iran continues to face travel restrictions. Shiite religious pilgrims regularly journey between Iran and Iraq to visit significant shrines, making Najaf, a center for religious learning, particularly vulnerable. The source stated that Iraq's government might offer safeguards for the flights, including stringent screening, information sharing, and assurances that the flights will not be used for weapon transfers, sanctioned individuals, or illicit funds.
