UBEC to commence full implementation of 10-year education roadmap in October

The Universal Basic Education Commission (UBEC) plans to fully implement its 10-Year Universal Basic Education (UBE) Roadmap, spanning 2026-2035, starting in the first week of October. Dr Aisha Garba, the Executive Secretary of UBEC, revealed this during the opening of a two-day workshop for state Universal Basic Education Boards (SUBEBs) chairmen and UBEC directors in Abuja.

Alongside the roadmap launch, UBEC unveiled the Basic Education Action Plan Management System (BEAPMS), a digital tool designed to enhance planning, transparency, and monitoring of basic education projects nationwide.

Garba emphasized that the UBE Roadmap and BEAPMS signify a shift from isolated projects to a comprehensive "whole school approach." Under this new model, states must conduct a comprehensive assessment of a school's requirements before their action plans gain UBEC approval. This includes factors like fencing, toilets, furniture, computers, and additional classrooms.

Additionally, UBEC has revised the matching grant formula, enabling states to allocate funds based on their unique educational needs rather than solely focusing on new infrastructure. The revised formula could also support enrolment materials and additional teachers where states highlight increased enrollment as a priority.

BEAPMS will also involve communities in monitoring projects within schools. Garba stated that the funding amount for each state and details of ongoing projects will be accessible on UBEC's website. This transparency aims to increase community visibility into the utilization of UBEC funds and the projects being executed. The system has been under development for over a month, and SUBEB chairmen have been fully trained before its wide-scale implementation.

These recent reforms build upon prior initiatives by UBEC to enhance fund planning, access, and oversight for basic education. In May 2025, UBEC initiated the development of a new template to guide states in preparing work plans for accessing federal intervention funds, following concerns over the conditions attached to such funding.
