CAGD clarifies teacher promotion arrears, says 6,079 cases have been processed

The Controller and Accountant-General’s Department (CAGD) has explained the process for paying promoted teachers' salaries in Ghana. This clarification comes after concerns raised by teacher unions about delays in adjusting their salaries. CAGD clarified that the government payroll system involves two platforms: the Human Resource Management Information System (HRMIS) managed by the Ghana Education Service (GES) and the Integrated Personnel and Payroll Database 2 (IPPD2) handled by CAGD.

GES is responsible for initiating promotions on HRMIS and submitting necessary documents to CAGD for validation and payroll processing. Required documents include a completed and authorized promotion or change-of-grade input form along with the employee's promotion letter. These measures prevent fictitious promotions and unauthorized salary changes.

In a meeting on August 31, 2026, it was agreed that the Education Service would submit a master list of promoted staff, their promotion letters, and completed input forms. As of September 22, 2026, GES had submitted 6,079 forms out of the expected 58,620 cases, all of which were processed and paid, including arrears. CAGD emphasized that it cannot process promotion-related salary adjustments without the required documentation and urged stakeholders to collaborate to resolve payroll issues.
