The call of conscience and fear of heeding it, writes the Election Commissioner who wrote a dissent

Shakespeare’s Hamlet captured the essence of conscience's power to transform individuals into "cowards" when faced with difficult decisions. The Election Commissioner of India (ECI) recently found itself in a similar situation, where two commissioners recorded their objections against the ECI's decisions. Public servants, bound by an oath to serve the Constitution of India "without fear or favour, affection or ill-will," often grapple with these dilemmas.

The consequences of following one's conscience can be severe, as exemplified by Clive Ponting, who leaked official documents during the Falklands War and was dismissed for violating his oath of secrecy. However, a jury ultimately overturned his conviction, recognizing his adherence to his conscience as a valid action. The difficulty in following conscience lies in the courage required to act despite potential backlash, and the need to balance short-term gains with long-term public interest.

Public servants must strive to remain true to their conscience, even when it conflicts with the expectations of those in power.
