Borderlands Mexico: Customs proposal raises concerns over border delays, cargo seizures

In the realm of United States-Mexico cross-border trucking and trade, customs proposal has raised concerns over potential border delays and cargo seizures. Mexican President Claudia Sheinbaum is advocating for an overhaul of the country's customs rules, which could significantly boost scrutiny on imported goods. The proposed amendments to Mexico's Customs Law, or Ley Aduanera, are expected to be voted on by the Chamber of Deputies' Finance and Public Credit Committee as early as next week.

One key change involves customs authorities' ability to detain imported merchandise when they suspect low declared values, with a reduction in the 50% undervaluation threshold. Another provision lowers the difference-in-value threshold for precautionary seizures from 50% to 20%. Critics argue that these changes could lead to more inspections, documentation requirements, and precautionary seizures, potentially disrupting just-in-time manufacturing and causing congestion and higher storage costs for bonded warehouses.
