Trump cancels nearly $1bn in funding approved by Congress

President Donald Trump is canceling nearly $1 billion in spending approved by Congress, utilizing a rare and contentious power to eliminate funding for immigrant services and diversity-focused initiatives. The Office of Management and Budget (OMB) described the funding cut as targeting "the most harmful government spending." Most of the cuts focus on services for immigrants, including non-profits aiding refugees and unaccompanied minors in the country illegally.

According to a White House press release, the administration no longer deems these funds necessary as illegal border crossings have significantly decreased.

The move has been widely condemned, with Republican Senator Susan Collins stating that the action came without warning or consultation. Collins warned that the decision was an impoundment not reported to Congress and a usurpation of Congress's appropriations powers. Democratic Senator Patty Murray called it "plain and simple theft from the American people," as the funds had been delivered on a bipartisan basis to help people.

Typically, Congress can review the president's proposed spending cuts before they take effect. However, Trump announced the cuts with just five days left in the federal fiscal year, making it difficult for Congress to respond. The Government Accountability Office has labeled this maneuver, known as a "pocket rescission," illegal. Collins called it another attempt by the Office of Management and Budget to undermine Congress's constitutional power of the purse.

This year, Trump is targeting domestic spending, building upon a pattern of the administration seeking greater control over the US government. Other actions include firing federal workers, imposing historic tariffs, and initiating the war in Iran without congressional approval, placing responsibility on the judicial branch to determine the limits of presidential power.
