Perm Oil Refinery Halts Operations After Drone Attack

The Perm oil refinery, Russia's seventh-largest facility, has ceased operations following a Ukrainian drone attack on Friday, resulting in a fire and damage to pipelines, storage tanks, and processing units, according to Reuters, citing industry sources and UATV English. Owned by Russian oil company Lukoil, the facility, situated approximately 1,460 kilometers northeast of Moscow, processed around 12.6 million metric tons of crude oil in 2024, equivalent to roughly 252,000 barrels daily.

The refinery also produced substantial quantities of gasoline, diesel fuel, fuel oil, and petroleum coke. The shutdown comes in the wake of multiple Ukrainian strikes targeting Russia's oil-processing infrastructure. Ukrainian President Volodymyr Zelenskyy confirmed that Ukrainian forces had targeted oil refineries in Perm and Novoshakhtinsk, as well as a defense facility in Ulyanovsk.

These attacks are part of Ukraine's strategy to disrupt resources supporting Moscow's war effort, specifically the production and processing of fuels utilized by the Russian military and economy.
