Pakistan Joins 5 Countries in New COP31 Bridge Program

Pakistan has been chosen as one of the first five pilot nations for a groundbreaking COP31 program aimed at transforming climate commitments into projects ready for financing. This initiative, known as the Climate Implementation Bridge or BRIDGE, was unveiled at New York Climate Week by the COP31 Presidency, alongside Ethiopia, Fiji, Indonesia, and Uzbekistan.

This collaborative effort between the United Nations Development Program and COP31 is designed to eliminate the gap between climate ambitions and the necessary financing for their implementation, by creating viable project pipelines and enhancing national capabilities.

For Pakistan, a country facing significant climate risks such as floods, droughts, heatwaves, and water scarcity, this initiative presents a valuable opportunity to align climate and development priorities with international financial resources. The COP31 Presidency revealed that the pilot countries will develop nation-led pathways, connecting climate finance to investment-ready projects that align with national development targets.

The knowledge gained from this initial group will subsequently be used to expand the initiative to other developing countries, Small Island Developing States, and Least Developed Countries.

Additionally, the BRIDGE initiative will assist in identifying implementation challenges, improving investment readiness, and enhancing access to international climate support systems. In another significant move, COP31 launched the Sustainable Urban Resilience Financing Facility (SURFF) in partnership with ILBANK, UN-Habitat, and the World Bank.

This facility targets the gaps in urban climate finance for low- and middle-income countries as they execute their Nationally Determined Contributions and National Adaptation Plans. SURFF aims to help countries and cities transform their climate commitments into investment programs and finance-ready projects that address local resilience needs while mobilizing both public and private funding and strengthening local implementation capacity.

Türkiye’s Minister for Environment, Urbanization, and Climate Change, Murat Kurum, emphasized the importance of climate financing, stating that climate plans must be converted into investable projects and paired with suitable financing. He highlighted that climate ambitions cannot be realized without adequate funding. The COP31 Presidency stated that these initiatives are part of a larger Action Agenda focused on accelerating the implementation of climate commitments, following previous announcements like the 35-by-35 Global Electrification Pledge and the new initiative on climate-responsible artificial intelligence.

These measures are intended to bolster the implementation-focused approach of COP31 ahead of the Antalya summit scheduled for November.
